There is a crack in a sewage pipe on Chiltern Hill just below the oak tree island. Effluent has leaked and run down the hill.
Thames Water have been alerted this morning, Thursday 9th October 2014, and are urgently sending a repair team to deal with the problem today.

Urgent update message to residents at 2100 on 25th June 2014
The Police have closed Chiltern Hill because of a sinkhole at its junction with Lower Road.
Transport for Bucks have identified the problem as a broken waste pipe which they are attempting to replace, but Chiltern Hill might not reopen until Thursday morning, 26th June.
